Abstract

This article arises within the framework of the ongoing research "Secondary Education, pedagogical continuity in ASPO and return to a new normality: a study in the Province of Buenos Aires on institutional management, the curriculum and school trajectories in a scenario of inequalities educational "of the National Pedagogical University, whose purpose is to take an analytical look at the educational policies designed and implemented during the period 2021-2022 by the National State and by the pcia government  from Buenos Aires.

In this framework, it is proposed - from the first systematizations of the field work, the result of the documentary analysis and semi-structured interviews - to describe the structure of the government of education at the federal level, and in the pcia. from Buenos Aires, through its multiple actors; and synthesize the normative plexus produced in the study period.

From this description, on the one hand, some reflections are introduced, essentially linked to the characteristics of the federal government of education and the ways in which the articulation with the jurisdictions and the actors of its organs is organized, beyond their frameworks. normative.

On the other hand, and at the level of the jurisdiction in particular, the ways in which the intermediate levels of management were linked with the central level, and the forms of communication they established, are addressed, without finding substantial differences in the districts analyzed.

Likewise, the perception of asynchrony between the needs of the institutions and the arrival in the territory of the guidelines required by the institutional pedagogical leadership at the time of the pandemic was addressed.

It is shown how the different actors involved in educational policies at different levels of intervention, display their capacities and interests in order to contribute to the operation of the gear of emergency policies, however, it is considered that it is still pending to inquire about what what happened to these definitions at the institutional level.
